Death of carer does justify mandatory desexing?

A Sydney woman who rescued stray dogs from shelters has been killed by some of the 14 dogs in her care and it is alleged that 11 of those dogs have been "put down" so far:

This is absolutely tragic, but however it happened, this poor woman was just trying to care for these poor unwanted dogs in the facilities she had available. Rather than the government rubbishing on to the media as usual about enforcing "dangerous breed" dog laws, shouldn't they be looking at the bigger picture?

These dogs weren't "dangerous breeds". They were just a variety of unwanted dogs who wouldn't have been born if the owners of their parents had been responsible enough to fork out a little bit of money to pay for desexing instead of coca cola and other crap they didn't need!

People who are too stingy to desex their dogs should feel immense responsibility for the people who have to care for the results, and this poor kind woman's death is one result.

Agree?
Answers:
I am all for spaying and neutering, I have 5 dogs and they are all fixed.
I agree that people should act much more responsibly.
Definitely. It is a tragedy that she was attacked, but I am sure she knew the risk of owning a pack of dogs. People keep dogs as pets, and want them to be tame, but sometimes instinct takes over. It doesn't have anything to do with breed, mutts can do it, purebreds, any. If people were responsible about their pets, then the shelters would not be overflowing.

I agree with both of your follow-up points. Most pet shops charge outrageous prices for pups/kittens and take terrible care of them.
The rescue that I work with makes adopters sign a contract saying they will get their new pet spayed/neutered, and if they don't follow through they are taken to court.
I love animals more than people.

I think responsible pet ownership starts with having your pet spayed or neutered.

Pets are like children. It is all in how you raise them as to how they turn out.
Breeding for pet stores. Many of those dogs and cats come from puppy and kitten mills. Good breeders DO NOT sell pet to pet stores.
"A Dingo ate my baby" there are to many wild dogs and not enough guns in Australia!!
