Can a shop put on a clause into a sale with a consumer to say that they are not liable for defects in a product and that claims need to be made against a manufacturer?

If it is second hand/returned goods - YES!
New goods - NO - the contract of sale is with the shop where the item is purchased - they have a legal duty to refund (if faulty within XX amount of time) or send for repair if outside a reasonable time - most companies operate on 28 days approx
Not in Britain they can't.

No they can't is is contrary to the Sale of Goods Act 1979 (As Amended) and the Unfair Contract Terms Act 1977
Hope this helps.
Such a clause would also be prohibited in Ireland.
